In delivering ‘social science that makes a difference’, the Research Programmes of the Human Sciences Research Council initiate and undertake policy-oriented research projects and programmes from its offices in Cape Town, Durban, Pietermaritzburg and Pretoria. Its public-purpose mandate is set out in the Human Sciences Research Council Act of 2008.

Economic Performance and Development (EPD) at the HSRC is committed to raising its profile in applied economic research over the next 5 years in recognition of the dire state of the SA economy and the unsustainable levels of unemployment, poverty and inequality in the country. This is in line with its mandate to conduct relevant research for the government and other stakeholders. The HSRC already has strengths in micro-economic research, including in the fields of urban, rural, innovation, labour and housing markets. Therefore, the organisation is seeking to bolster its capabilities in macro-economics, broadly defined.

The EPD would there like to appoint a high-level specialist in macro-economics, preferable at professorial level or the equivalent to help the unit assess the opportunities growth and development in this area. The suitable candidate will need to be familiar, not only with development in the university sector and training sphere, but also with current developments in the policy and practical field beyond the academy in South African and beyond.

Applications are invited from interested parties who have good knowledge of the Macro Economic landscape of South Africa.
The period they will be required to undertake the assignment is between October 2019 and January 2020 with a draft report available by 14 November 2019 and the final report due on 17 January 2020.

Key responsibilities:
 Desktop review of applied macro-economics research in SA to identify potential gaps and areas of relative neglect;
 Selective interviews with key informants (macro-economists) in government, academia, civil society and the private sector to clarify and elaborate potential gaps and areas of relative neglect that could usefully be filled by the HSRC;
 Prepare a short scoping report to identify and justify potential research niches for the HSRC;
 Discuss emerging findings with senior staff of the HSRC and revise the report if necessary.
 Present a scoping paper with clear recommendations to the HSRC (25-30 pages)
Key requirements:
 A PhD in economics, focusing on Macro Economics;
 A sound academic record;
 At least five years of experience of relevant research work;
 Excellent writing skills with proven capability of writing quality reports;

The successful candidate will be appointed on a freelance contract with short-term specified deliverables for which he/she will be paid.
