The various Shared Services directorates in the HSRC provide the infrastructural and administrative platform for achieving the organisation’s overall goals. The HSRC has a dedicated Supply Chain Management (SCM) unit with its focus to improve efficiency as well as compliance with relevant legislation. The unit wishes to appoint a suitable and competent candidate in the below mentioned position. The position is for a period of 5 years and will be based in the Pretoria office.

The successful incumbent will oversee the Supply Chain Management unit with full delegation and will report directly to the Chief Financial Officer (CFO).

Key responsibilities

1.Demand Management
•Ensures that needs assessment is carried out in support of delivering agreed goods and services;
•Guides the specification process for precision;
•Ensures that client requirements are linked to the budget;
•Facilitates the analysis of the industry supplying goods and services in need.

2.Acquisition Management
•Decides on how the market for the acquisition of goods and services will be approached;
•Established the total cost of ownership of a particular type of asset.
•Ensure that all procurements made are according to the guidelines for BBEEE targets.

3.Logistics Management
•Ensures that inventory levels are properly determined;
•Ensures that goods and services are received and properly distributed;
•Reviews the performance of vendors.
•Ensure adequate rotation of vendors.

4.Disposal Management
•Exercise proper planning regarding obsolete goods or products;
•Maintains a database of redundant material;
•Ensures that proper inspection is carried out with the view to re-use;
•Devise a disposal strategy;
•Ensures that the physical disposal process is properly executed.

5.Supply Chain Performance
•Undertakes a retrospective analysis to determine whether proper processes have been followed and whether the desired objectives were achieved;
•Regular monitoring of compliance to norms and standards;
•Assess the cost efficiency of Supply Chain Management processes;
•Assess whether supply Chain practices are consistent with Government broader policy focus;
•Monitors compliance with the stipulations of the National Treasury Regulations and all other applicable legislation.
Key requirements:

•A Bachelor Degree
•A minimum of 5 years experience in a similar position;
•Experience in managing a team of people;
•A proven track record in managing Supply Chain Management processes;
•A sound knowledge and understanding of the financial processes;
•Excellence organizational skills;
•Excellent communication skills.
